Thanks for reaching out to the Apple Support Community. I know how important it is to be able to type effectively on your iPad and I'd like to help you get things working again.
What i'd recommend is starting with a basic restart and if the issue continue, you may want to reset the settings on your iPad. Despite the scary two step warning, this doesn’t affect your data. All of your content will remain intact.
You may still wish to backup your settings data to iTunes or iCloud before doing this reset. This link will guide you through backing up if you choose to do so : https://support.apple.com/en-us/HT203977
What this effectively does is to reset some of your Settings to factory default. This does not remove any data like apps, photos or contacts, but It removes all of your preferences for Wi-Fi, Bluetooth, Do Not Disturb, Notifications, General, Sounds, Touch ID, Brightness & Wallpaper and Privacy, so we'll have to set those things back up after this reset.
To do this please go to Settings > General > Reset > Reset All Settings.

As recommended, I did the settings-reset. It doesn´t bring up any changes to Safari. Maybe a bug in Safari?

Since the reset did not help, it might be a good idea to restore your phone to factory settings to reinstall the update, and then restore your data from your backup. This will ensure there are no issues with the installation.
This article will guide you through how to restore using iTunes on your computer: Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
Once you're restored, set your phone up as if it were a new device and test Safari again to see if the same behavior occurs. If everything looks good, go ahead and restore your backup using the steps in this article: Restore your iPhone, iPad, or iPod touch from a backup

Just tried on my iPad also and does the same
edit: tried my daughters iPhone 5c with same website and no issue at all so this is a bug in ios10

For example, W3Schools => HTML textarea => Try it Yourself. Zoom in so that the whole text area is not visible, type in something and watch the cursor disappear outside the screen.
For what it's worth, this does happen on a fresh clean factory-reseted device too. So before you go ahead and desperately reset your devices, I can tell you that it does not help in this case. It's just the standard answer to on these forums. "Oh, something doesn't work? -Reset it!"

The issue is in Safari and Chrome, and it's more than just not scrolling. The keyboard also doesn't automatically change back to alphabet mode in many instances, such as if you end a sentence with a number, then hit space twice to enter a period.

Additionally, if you use a comma and then hit space, you do not automatically go back to alpha mode.

Sep 27, 2016 7:28 PM in response to The Lowest Keyby Vtec-Addict,I'm experiencing the same issue on my Brand New $850 iPhone 7. <-- I just put that period after the 7, hit space and it didn't automatically go back to letters. I have to manual go back to letters to continue typing. Same issue with the screen not follow the text. It's VERY annoying because I constantly frequent websites and view them in desktop mode to have the same experience as on my Mac, so manually scrolling and switching between letters and numbers is absurd. Apples needs to fix this crap ASAP. It's very annoying.

The Apple logo suggests you're an Apple employee, is this correct?

I mean, users shouldn't be able to adjust and mess up the allowed adjustable setting to the point that it messes up that app and it doesnt behave like it was designed to in the first place. Shouldn't these exact points be ironed out in R&D? I mean, I would be able to adjust and screw with all settings for HOURS and the phone should still function normally and not require a reset because the settings are mangled beyond repair. Hmmmm.
