Thanks for joining Apple Support Communities, frank1943!

I see that you're unable to relocate icons on your iPhone 6s after upgrading to iOS 10. I'm pretty particular on where my apps are located on my phone too so I'll be glad to help!

    1. How to back up your iPhone, iPad, and iPod touch -- Whenever I begin troubleshooting, I always recommend a backup to make sure your personal information is safe.

    2. Restart your iPhone, iPad, or iPod touch -- Never underestimate the power of a good restart.

    3. Reset iPhone settings -- On your phone tap Settings > General > Reset > Reset All Settings. This will restore your iPhone settings to factory default.

If you haven't backed up your phone yet, I highly advise doing so now as the next process will completely erase it.

    4. Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings -- You'll need to use iTunes on a Mac or PC to completely erase your iPhone. Using the Settings only removes your personal information.

First time through, select "Set up as new iPhone", and log into iTunes & App Store and iCloud. Once you're back on your home screen, download a couple of applications from iTunes and see if you can relocate them once they're finished. If you're able to do so, continue to the next step.

    5. Restore your iPhone, iPad, or iPod touch from a backup -- Follow the steps in this article to replace your personal information on your phone.

    Have a great day!

I had the same problem -- I found you you have to press very lightly on the icon to get them to shake, after the upgrade.

Press down hard like you used to be able to do and you'll get a light grey box that appears with shortcuts to different actions for that specific app.

I see this is marked as solved and I have had this exact problem, but this didn't reset it (reset everything else!) so now I have to waste an hour restoring and then be back to square one.  I wish this could be "unmarked" as it is not the solution for everyone.

DO NOT DO THIS!!! This is wrong, and it's a typical inaccurate answer given by so many LAZY  customer service people. There is no need for all of this. Look at Lakisha's short answer below. You simply have to press the icon more softly. That's it. THAT is the correct solution.
