If I’m understanding you right, you're wanting to sync calendar events/appointments in Outlook on your Windows PC, with your other devices. I know how important it is to have calendars updated and accessible on all of your devices. I'm happy to help you get this working as expected.
The first thing I would recommend is taking a look at Get help using Outlook with iCloud for Windows Once you have followed the "Before you start" steps listed at the top of that support article, scroll down to the "Calendar, Contacts and Reminders" section and follow those steps.
