What exactly do you want to access ? You can access some details (e.g. payment and address details) by tapping on your id in Settings > iTunes & App Store on the device, and change email addresses and security questions on the account via http://appleid.apple.com.

You can view the last 90 days purchases on the account via http://reportaproblem.apple.com - but you can only view you account's full purchase history (including order numbers) via a computer's iTunes (See your purchase history in the iTunes Store on a Mac or PC - Apple Support)

You can try leaving feedback to Apple about it : http://www.apple.com/feedback/

But currently, without a computer's iTunes, you can only view the last 90 days purchases on an account
