After reviewing your post, it sounds like voice control is turning on automatically when you start the iPhone. Seems like this began after water fell on the iPhone.
We can try to isolate this to software to make sure if it was caused by the water or not. Are you using Siri, or do you have it disabled? Go to Settings > Siri to check.
One thing we can do is to backup your iPhone to make sure to protect your data.

Then we can restore the iPhone to factory settings and see if the issue persists.
