Q: iOS 10 keeps turning Background Refresh on for ALL apps

I only have Background Refresh set for 10% of my iPhone apps. This morning marks the third time iOS 10 has turned on Background Refresh for all my apps.

 

When this last happened (2 days ago), I was able to resolve it by turning Background Refresh off and restarting my phone. Unfortunately, not working this time. I've toggled Background Refresh on & off a dozen times, but it looks like I'm going to have manually set 90% of my apps to "Off" again.

 

Any insight?

    Am also seeing this as well on the iPhone 7 with iOS 10.0.1.

    Turned off Background App Refresh on Chrome and Podcasts, and they're turned back on again within a few hours.

     

    I also removed the Photos widget, but that somehow re-added itself.

    And I also turned off Show Holiday Events in Photos and Camera settings - and that turned itself back on as well...

     

    Somewhat aggrevating...!

    I am seeing this behavior as well. I disabled background refresh for most apps on my iPhone 7 Plus. Then, they all turned back on. Then I went through and disabled them again. Again, they enabled themselves.

     

    On my iPhone 6 Plus (which I am still using), most remained disabled until just now, when they all enabled themselves.

    It has been a full day, and background app refresh has not re-enabled itself. It originally happened (twice) when I was going in and setting all my preferences on my new phone, so maybe another setting is inadvertently toggling it. It also happened on my old iPhone 6 Plus at the same time. I was not changing any preferences on that phone, but I was going through each setting so I could duplicate them on my new 7 Plus. (I opt not to restore from backup.)

    I'm seeing this exact same problem. I'm not sure what's causing it, but I did just notice it happen after I chose to update some apps. Maybe when an update turns on background refresh for one app, this bug is leading it to get turned on for all the others as well? I reported it as a bug on the Apple feedback form: http://www.apple.com/feedback/iphone.html.

    So it just happened again, and no apps were updating…
