I'm not familiar with DVD Studio Pro.
DVD Studio Pro is no longer offered by Apple (since 2013 ?).Here always burn DVD's with Burn , a sourceforge application.
The DVD's are playable on Mac & Windows computers & DVD player.

The initial frames of a DVD stream can appear 'blocky' if the scene is complex because the first frame is generated using data from the following frames. Adding black (normally with a fade in) can give the player time to read the stream & get rid if the issue on some players. An alternatives to tweak your encoding settings in DVD SP or in Compressor if you are making the MPEG2 files there. A 2 pass encode or using a higher bit rate may help but you need to test otherwise some players may not cope with high rates.
You may also want to consider removing DVD transitions if you use them - not all players work well with them if I recall correctly.
Post more info on your menu setup, your encode settings etc.
P.S. Also try it on DVD player - it may be the Windows box that is being funky.
