Thanks for using the Apple Support Communities. It's a bit unclear exactly how you currently have your devices configured, but if you are currently using iCloud Music Library (either for Apple Music or iTunes Match), you would not directly sync your music from iTunes. It would all be available through Apple Music/iTunes Match for streaming, with an option to download local copies for offline listening. I'm doing it the old fashioned way where I either purchase from iTunes a song or album or upload a CD on to iTunes. I then synch my phone via iTunes.
Most songs synced well. But about 10 odd songs which I'd either purchased on iTunes or had uploaded from a CD had the 'cloud' symbol next to them. I was able to access the songs if I had a wifi connection. Otherwise I'd have to re-download them from the cloud.
Very very odd as I did not have this issue before iOS 10.
