Q: Why do Apple updates download if automatic downloads turned off?

Why if my automatic downloads are turned off, does the Apple updates continue to download?  When the updates first appear there seems to be many bugs to be worked out & I pick my time to download & install, after noting the bugs with each update! I thought that to download updates was my choice not Apple's!  Apple is getting exactly like Microsoft, no choices!

    You have the choice as to whether you want to install the update, but Apple does force the download to your devices when you are connected to Wifi, plugged into power and the device is asleep.

     

    You can delete the download in Settings>General>Storage & iCloud Usage>Storage>Manage Storage. When the list of apps loads, find the iOS software download and delete it. Just note that it will keep coming back no matter what you do unless you block the Apple server in your router or put your devices in Airplane Mode when charging overnight. That's hardly an ideal solution either but it will stop the download.
