An Apple ID cannot cease to exist. You say you changed the ID; if you did this at http://applied.apple.com by clicking 'Edit' next to the ID address then the new ID/login will work with iTunes, iCloud and so on, though you will have to sign out and sign back in again. If on the other hand you created a new Apple ID the old one will still exist and can be used to sign into the old iCloud account.

Yes, i replaced the current Email and pw with a new one. but i can't log out from the old Apple ID on Icloud setting to sign in with the new Apple ID (Find my Iphone is active and can't log off from it - i've tried everything i know..)
Also, on my Icloud on Windows all the "old" data don't synchronized..

By changing your ID you have created a new (and therefore) empty account, check this by signing in with your original ID and password, your stuff should be there. Post back when you have done so.

Nope, tell me exactly what you did to change your ID (because they can not easily be changed),

On your PC go to www.icloud.com and login with your previous credentials (if you can), see what is in the account

Entered to Apple.com -> first i changed my pw -> than my Email -> got authorization -> i updated IOS ( for other problem on my Iphone) ->  i strated to get messages about the the pw of the old Apple ID on icloud that need to be update -> unable to switch Apple ID on icloud setting.

same problem on my Iphone, Ipad,..

only on Icloud for Windows i was able to switch Apple Id - but all my data and shared albums wasn't there.

This isn't the case. When an Apple ID is changed, the account remains the same, it's just its name and login which has been changed. It's best to log out of all devices and apps using the ID before changing it; then when you log in everything is as it was before. The problem arises, as the OP has found, if you don't log out and have 'Find my iPhone' enabled as you can't log out without the ID and password for that. Apple were supposed to have fixed this so that if you log out after changing the ID that would still work, but evidently it's still causing problems.
