Q: iPad no longer charges from Computer after update to iOS 10

Since I've updated to IOS 10 on my iPad Air 2, it will not charge using my computer (An iMac) or when connected to my car.  It worked before I updated.  Any idea how to get this to work again?

That sequence of events does not support the idea that a software glitch in iOS is responsible, since the problem appears to have been resolved by upgrading the computer's OS.

    Not so much... maybe

The "metering" is all software. The two OSes 'talk' to one another. It is quite possible that the iPads iOS was "expecting" certain "data-1" from the Mac - which is sent by OS X (El Cap) as "data-0" (get it? true and false, yes and no, exists and null?) == Sierra could be sending "data-1" as iOS 10 expects, thus the result you get.

I'm on Win 8.1 (didn't want to take the plunge to Win10), but I can say it really does charge the iPad mini 2 100% if left connected to USB for a few hours, as I tried it again today.  Despite this, it shows the whole time as "Not charging" until it hits the 100% mark, then suddenly the graphic goes from red and nearly dead to fully-charged with the charging icon then displayed next to the green battery.  Something somewhere hasn't been coded quite right, as it only seems to be affecting my 2 ipad minis, not the latest iPod touch, that for some reason works fine when connected.

Edit:  Thinking about it.  When I connected both the iPads and iPod, iTunes downloaded 2 separate installation updates for iOS10.  I'm wondering if something wasn't in the coding for the ipad that was in the iPod version, hence why one device works; and the other 2 don't?

Of course it's possible for Apple support to work with an iPhone remotely.  The standard process to push updates is just the best known example.  Any time the device pings an Apple server, it will include a unique hardware identifier, as well as the originating IP address.  The user provided Apple support with their serial number, so it would be relatively trivial to activate a built-in process to load configuration or other changes back to the remote device.  That might or might not have happened in this instance, but it's certainly possible.
