I see that you are having intermittent issues controlling your Hue lights with the Home App. Let's first have you start off by force closing the Home app and then restarting the iPhone and Apple TV and see if that makes a difference.

How to restart your Apple TV
If the issue persists, please delete the Home app and reinstall it.

If still having the issue after removing and reinstalling the app, what you would want to do then is check out this article about how to Use the Home app on your iPhone, iPad, and iPod touch. Lets then try deleting your home data and reset your accessories by following these steps in the article:
