Q: Photo app fails to upload pictures to iCloud Photo Library

Product: iPhone 6S Plus, 64GB

System: iOS 10.0.2

Location: Wuhan, China

Problem: There are 65 pictures/video to be uploaded (totally 365.3MB), and in "Photo" app, the progress jumps from "(35.0MB/365.3MB )" to "(30.0MB/365.3MB)" again and again. It seems there is a picture or video that fails to upload, and iPhone is trying again and again on it. Based on the failure symptom, I guess the problem happens when uploading the 8 second short video I took (the default size is 350MB per minute, so 8s video is about 5~6MB, which matches what I see). Now the problem is, what's wrong with Apple's software/server that causes the uploading of a small video to fail? I can't imagine what will happen if I upload a video that's several minutes long.....

Another problem: There is something wrong with "Photo" app, if it's showing 65 items to be uploaded, and then I delete a photo, it still shows 65 items to be uploaded... Can anyone explain why the upload function is designed to work like this? It doesn't make sense at all...

I have tried:

1. Uploading using different wifi (the one in hotel, and the one in my home), both don't work, so the problem should be related to product.

2. Updating system to iOS 10.0.2, this issue still exists.

3. Rebooting system, doesn't work.

4. Use multitasking interface to kill "Photo" process, and enter again, doesn't work.

5. Delete the 8s video completely, but iPhone is still uploading it... ***?
