Q: Copying iCloud photo/video library

I have purchased an External Hard Drive for my MAC (OS X El Capitan ver 10.11.6). I want too free up ICoud and copy the photo/video library to the External Hard Drive.  I also have an IPhone, IPad and MacBook. What are the steps? I do want to leave my pictures in my Mac Photos Application. Please advise .

You can use a web browser and download photos directly from iCLoud.com or you can set up a new library on the EXD  that is formatted Mac OS extended (journaled) with iCloud Photo Library enabled and originals downloaded to it and let it populate then turn ICPL off for it

You can not remove photos form iCloud and not from other devices if you are using ICPL - with ICPL any change (addition, deletion or edit)  made anywhere is made every where
