Q: Siri is disabled by Parental Controls on macOS Sierra admin account
I just installed macOS Sierra today on my 13" Mac Book Pro (early 2011). I only have one user account, which is an administrator account. Siri is not enabled on my machine. When I go to the Siri screen of the Systems Preferences, it states that "Siri is disabled by Parental Controls". Hmmm, when I check the Parental Controls screen, it says "You logged in using an administrator account. You can only apply parental controls to accounts that aren't administrator accounts."
What's going on here?

Problem solved for me!
1. Go to 'System Preferences - Users & Groups' and temporarily create a new profile with administrator privileges.
2. Login in to the new profile.
3. In the new profile go to 'System Preferences - Users & Groups', type in administrator password for the new account and remove the tick on 'Parental Control' for the original account.
4. Log out of new profile and back in to original account, check Siri is working and box is ticked within Siri.
5. Go back to 'Users & Groups' and delete the temporary new account.
Tried and tested on MacBook Pro (Retina, Mid 2012)
