What is the pixel size of your HVEC videos?

To be able to play high resolution HEVC videos (5k), you need a very new Mac - High Sierra alone is not enough:

From the document you cited: Using HEIF or HEVC media on Apple devices - Apple Support

Mac models from mid 2015 or earlier work with HEVC video that was captured at no greater than 1080p/240 fps.

Try the following: Import the video to a folder on your Mac using "Image Capture" instead of Photos.

Then open the imported video in Quicktime Player. Do the videos play in QuickTime Player?

Or keep recording in HEVC to save storage on your iPhone, but change the settings to transfer the media when using a USB connection: Using HEIF or HEVC media on Apple devices - Apple Support

When you import HEIF or HEVC media from an attached iOS device to Photos, Image Capture, or a PC, the media might be converted to JPEG or H.264.

You can change this import behavior in iOS 11. Go to Settings > Photos. In the "Transfer to Mac or PC" section, tap Keep Originals to prevent the media from being converted when importing.

With late 2013 MacBook pro 15"I cannot play HEVC in Photos in High Sierra. Apple should have made this clear. What's the point of having iPhone 8 plus then? Cannot even shoot the latest 4k60fps and view on Photos. I can view with quicktime or other programs, but it's much bothersome to export it for every video.

Photos does not allow to export in the HEVC format. So we have to use a different application to convert to HEVC.

When I now edit my videos in iMovie, for example to stabilize them, I open the edited version returned from iMovie in QuickTime Player and save it in HEVC format. Then I import it back to Photos and delete the H.264 version from Photos.

Ironically, this will only save storage in my iCloud Photo Library, but not on my Mac (a mid 2015 MBPr). Photos will create for any HEVC video I create a cached video in H264 format, as I can see, when I browse the library in PowerPhotos.

The additional, larger copies are in the folder ~/Library/Containers/com.apple.MediaLibraryService/Data/Library/Caches/com.appl e.iLifeMediaBrowser.ILPhotosTranscodeCache/, with cryptic names like 0LsL0HuXSjqnFG7jOuqGLg.mov

So it seems, that Photos wants to ensure, that other applications can view the HEVC videos.
