See this article: Get help with the camera on your iPhone, iPad, or iPod touch - Apple Support

Your flash isn't working

Use Control Center to test the LED flash. Turn the flashlight off and on. If the LED flash doesn't work as a flashlight, contact Apple Support.

If the flash isn’t working, or it goes off every time you take a photo, check your flash settings. Tap User uploaded file in the upper left of the screen to choose a different setting.

If you take extended video with the flash on, or you’re using the device in a very warm environment, you might see a message that says the flash is disabled. The message remains until your device cools down.

If those steps don't help, get your iPhone 8 issue diagnosed at the Genius Bar: Genius Bar Reservation and Apple Support Options - Apple

I had the iphone 8 plus in my pocket, to the heat. I had to take a picture in the dark. I pulled the iphone for 5 seconds to take the picture and I could not do it with the flash although the flashlight worked perfectly. my friend had a samsung s8 plus and I took the picture with his phone. It is not ok if I go to the mountains and we can not take the picture with our latest generation iphone. or have to give up the iphone for samsung ?!

I'm also finding that problem with my IPhone 8 plus, of course I tried to use the phone at temperatures ranging from 10 ° to 14 ° C and when I try to take the picture the LED flash does not turn on. According to me and a mockery the fact that the phone should be used from 0 ° C to 35 ° C I am in Italy and the outside temperatures do not fall below 7 ° C. I hope it's just a software problem, but apparently it's a quality problem and poor quality materials.
