That is a well know problem. It is caused by the processor-intensive decoding required by some video formats.
The solution is to upgrade your PowerBook to a newer old Mac with a G4 or better that includes faster and more advanced numeric processing.
If your videos appear in a player with controls, waiting for the download to complete before allowing the movie to play improves the situation. In QuickTime Player, you can "step" through ALL the frames as fast as possible (but with no sound) by using the right-arrow key. This will show you what you missed when it jumped frames to keep up. -

Also, I do wait for video to fully load, but in the case of CNN.com and NBC.com and sites like that, I still can't view steady video. Youtube, no problem. Weird.
