i used osxvnc, and then switched to screen sharing... i just looked and screen sharing uses less than 1% of the CPU when nothing's happening... do you perhaps have something updating the screen constantly on the screen server? (maybe even the menubar clock?)
the only thing i see after a quick search is a possible issue when using chicken of the vnc as the client, but that's not what you're asking about...
you could try rebooting, repeating, and then once you see the symptom again, do you see anything in the console log (applications > utilities > console) at around the same time?

Just seen what's going on but not sure why. When I open up Activity monitor the CPU usage rocks up to 100% and shows Apple VNC Server using 100%.
When I close Activity monitor the CPU usage goes back down.
