Cannot Complete Genius Initialization - Network Timeout

While trying to get Genius going in iTunes 8.0, I'm getting this error during +Step 2 - Sending Information to Apple+:

"We could not complete your iTunes Store request. The network connection timed out."

Yes I have an active internet connection (DSL), and I have tried disabling my Anti-Virus software (Kaspersky). I've tried re-starting iTunes and re-booting my PC, and this was a problem last night and today. Could this be a problem on Apple's end? Any other suggestions?
Windows XP Pro, "Cogito, ergo iPod."
