Check to see if you have the HTTP proxy selected in System Preferences > Network > Your connection method > Proxies.
If you do, uncheck it then quit and retry Safari again. -

Not sure exactly what the problem was but when I reset the router to factory defaults and then set it up again everything began to work. It appears the issue wasn't actually with safari. I got a clue to this when Ichat wouldn't work either. Thanks!
