Are you running the 32Bit or 64Bit iTunes version?
of course the normal to, make sure you are logged in as Administrator or at least running iTunes in Administrator mode.
and of course as you said running it all in compatibility mode

I found that the connection between the USB cable and the dock had become dislodged slightly, once the connection had been re-established the phone was recognised and installed.
I should have established the USB connection before docking the phone after the installation of W7.
I can now confirm (for me) that iTunes and the iPhone does work in Windows 7
