Buy a portable hard drive big enough to store your entire iTunes library. Copy your iTunes library from your desktop to the external drive. On your laptop go into the iTunes preferences and click the 'Advanced' tab. Here it will give you the choice to chose a new location for your iTunes library to be stored. Select your recently copied iTunes folder on the external drive and then simply add all of the files to iTunes. The files will be kept on the external drive, so all you need to do is have the drive plugged in to the laptop and you can use the files in iTunes just as if they were stored on the laptops hard drive. This is extremely useful if you have a large library and dont want to take up all the disk space on the laptop. I've used this method for a long time and have never had a problem with it.iMac 20" 2.0 Ghz, White 13.3" MacBook, iPhone 3G 16GB, Apple TV 40GB, Time Capsule 500 GB, Mac OS X (10.5.7)

Backing up to CD or DVD is very long process with many discs. There has also been reported issues with restoring if any disc burn is bad. Use external hard drive to copy library to. Much easier and faster.Toshiba, Windows XP, 5G 60GB iPod, black Macbook soon

Why is not the issue on the first place. Correct? You want this functionality. Why we don;t have this functionality is not of much importance in reality.
All you can do is leave feedback for Apple or stop buying the products. Those are the tools at your disposal.
