adding black censor bar (rectangle) over eyes

Use a garbage matte over a duplicated track, and then fill it.

Or import something created in PS with an alpha and place it in V2.

Or add a Color Solid to V2, crop it and animate it.

You're going to need to keyframe it to have the black bar move as your subject moves. You might want to check the manual on this for deeper understanding.

The quick basic approach will be to use the Motion tab and the Image&Wireframe function in the Viewer while watching the tracking on your Canvas. Mark with your center point keyframe button, (you can rotate it as well, and scale etc) move your clip forward, use the wireframe to move the black bar, mark your keyframes etc etc, you will figure it out
