Blueberry imac computer, what do i do????

A friend of mine bought my little sister a Blue Apple Imac off ebay, ive tried to turn it on but the mac arrived with no operating system, it just starts up with a question mark?? also the keyboard is completly shot. im going to invest in one, aswell as a startup cd, however i have no idea what its capable of ... do i need o.s.9 install cd or can i get tiger???
please help me im completly clueless and id love to make this thing work for my little sister..
any advice would be appreciated

You can see a list of system requirements for Mac OS X 10.4 Tiger here:

If the system meets those requirements, then you should be able to install 10.4, assuming that the system is functional (once you replace the keyboard). Make sure that you get a retail copy of Mac OS X; the system disks that came with another model of Mac will not work correctly. Make special note of the need for a drive capable of reading a DVD; if the system has only a CD (CD-ROM or CD-RW), then you'll have to find a set of Tiger installation disks on CD. At one time Apple had a program where you could, after purchase of Tiger on DVD, order a set of installation CDs, but I'm not sure if that program is still offered.

As to Mac OS 9, you'd only need to install that if your sister will want to run software that's only available for Mac OS 9.
