This is just a guess, but since OS X is the operating system the phone uses, I would imagine that the space is being used by the OS. I wonder if there is also a form of journaling turned on too.

I set iCal to not sync 30 days and older, I synced about 100 contacts, and very few Bookmarks. That's about all the data I synced. My other is 20.1mb. I think "other" is probably the "Info" and "Photos" tabs in iTunes.
The "Other" is OS X. Apple was a little less than candid in informing people that the iPhone's operating system shares the available memory. Definitely a reason to spend the extra $100 for the 8GB version.
After many synchs and seeing that the "Other" section of memory staying the same or growing and taking up nearly half of all my memory I called Apple tech support to find out what was taking up so much memory....they told me that this was not right, and that I should not have that much "Other" memory being takin up...and the only way to fix the problem was to do a restore of my iphone...so I did a restore and sure enough it fixed the problem...now I have almost No memory being taken up at all by "Other" and lots of free space now
