Setting default outgoing message encoding to UTF-8 ?

My outgoing messages with international characters are received garbled in Outlook clients, unless I manually change the encoding to Unicode.

I tried following the advice on http://discussions.apple.com/thread.jspa?messageID=714766
and specifically running the command:
defaults write com.apple.mail NSPreferredMailCharset "UTF-8"
in Terminal. Yet outgoing messages still show "Automatic" in the Message>Text Encoding menu.

Any ideas?

What it says there doesn't matter. See this note:

Is your mail displaying correctly at the other end or not? If not, try Fix C in the note.

No, there is still a problem:

If I just compose a new message it get sent in UTF-8.
But if I reply or forward a message encoded as, for instance, ISO-8859-8-i, then it doesn't get encoded as UTF-8 and is viewed as giberish on Outlook clients.

The only solution I have at the moment is to, again, manually choose UTF-8 encoding for each message, if I avoid using the dingbat trick.

Is there any way to force automatic UTF-8 encoding even for forward/reply messages?
