can not connect to itunes store. message an unknown error has occured (400).

Hi,I see we had a similar situation and I can't seem to figure mine out---I am not very computer savy so if you can assist me please be specific. Everytime I try to setup an Itunes store account on my laptop I keep getting a message that reads "itunes could not connect to the itunes store an unknown error occurred (-9808). Make sure network connection is active and try again." I also tried creating and signing on using my friends laptop and it worked with no problem---he does not have windows vista----please help I tried everything but nothing seems to work.
