Your Powerbook G3 Series "Wallstreet" can run 512MB (2x256) very nicely. The 192MB limit was Apple's specifications for the Wallstreet in its 1998 introduction; at the time, there just were not the large, low-profile modules for the lower slot nor the large 256MB modules for the upper slot.
Please keep in mind that if you choose to install 256MB modules, they must be specifically made for the Wallstreet (and early iMac and Lombard) due to its Memory Controller. The smaller sizes can be generic as long as they meet the Wallstreet's requirements.
You do not have to install in pairs.
