This is a hardware problem and the only solution is the paperclip in the hole routine. It's often a rather stiff mechanism though - it's mechanical, rather than electronic, so it'll require a good firm shove rather than a gentle tap. On account of this, you'll need a seriously tough paperclip - ideally it should fill the hole completely. If their air room then the clip likely isn't strong enough. I use a broken watchmakers screwdriver.
One possibility is that the metal door of the disk has come astray. If that's the case, then even firm use of the eject button may not help - you may need to dismantle the drive.
The trick for ejecting stuck disks, for the record, is to start up the Mac with the mouse button held down. And if that doesn't work, nothing will.
