firewire hard drive invisible from LAN

I have a two macs running 10.4.10 on my LAN. The "upstairs" mac has an external firewire drive connected to it.
I would like the "downstairs" mac to access the "upstairs" mac firewire drive.
This is only possible if a user is logged in to the "upstairs" mac. Otherwise, the drive is not visible to the "downstairs" mac.
This results in a bit of a hassle when downstairs wants to use the firewire drive. The workaround is to login to the upstairs mac with any user account, wait for the drive to mount, then carry on.
Is this the way it is supposed to work? Or is there some setting I can change on the "upstairs" mac to allow access to the external firewire drive from the "downstairs" mac even when no user is logged in?
