What software do I need to play DivX off the web and/or from a file on my HD>

PowerBook G4 Ti 15" (400-MHz), Mac OS X (10.4.10), 1GB RAM, 80MB HD, AE, AEBS

You can use VLC or DivX - VersionTracker or MacUpdate.

Perian will allow QuickTime Player to play many video formats, including DivX.
