How to get F keys to work (F21-F24)

Any ideas about getting F21 to F24 to work.

imac, Mac OS X (10.4.10)

What keyboard has F21 to F24? I have a full Apple kb, goes to F16.

Thanks for responding... F21-F24 are not physically on the board. F21 to F24 are needed to access a program. The iMac is being used as a remote computer. We were able to get F16, F18, etc by using the shift key, But no luck with finding a solution for F21-F24.
