PageMaker 7.0 will not Launch

PageMaker 7 loads but will not launch. I get a prompt that says "could not open because Microsoft OleBase Library"...(followed by lots of code) and finally, "you may need to install a newer version of Microsoft Ole Base Library..?Read Fmtu"
No help from Adobe..not their problem..no help from Microsoft, not their product...can you help me open Pagemaker 7?
