Character Palette function keeps popping up!!!

I was using mail and use the special character function. Under edit>special character function. When suddenly it just hang and freeze. I tried closing the Character Palette dialogue box but it doesn't reponse. Tried closing mail application using force quit and re start. And then every time I login the blank Character Palette boxs pops up and disappear. It pops up again and disappear. I tried launching it using other application the same thing it will launch a blank Character Palette dialogue box and disappear. It's really annoying and I do not have any idea how to deal with this. I tried searching character palette on SPOTLIGHT but it was fruitless. Is there anyway to re install this small application?Or preventing this from poppin up without invoking it? I tried using activity monitor and whenever character palette pops it says either "characterpalette" or "crashdump" and after a few seconds it disappear. I think the software is corrupted because when I launch Character Palette on other account it works fine. Please somebody help me.
