importing from photoshop into PAGES

I have a letterhead I have created in Photoshop CS2 that I am trying to import into PAGES to create a invoice. I have saved the document in .jpeg and .psd but neither are able to import into PAGES. ANY SUGGESTIONS?

IMAC2.16, Mac OS X (10.4.7)

The way I usually do it is to open pages and drag the file in and resize it as necessary, either by dragging a corner or in the metrics Inspector. Note that In the Metrics Inspector the proportions can be restrained or unrestrained.
