Incoming calls vibrate only

It's the little switch/button over the ringer volume control, on the left side of the iPhone. When it is on vibrate, you will see a dot of orange and it should vibrate when you first turn it on.

You can have iPhone vibrate when you receive a call. Separate controls let you set iPhone to vibrate in ring mode, silent mode, or both.

Set whether iPhone vibrates
From the Home screen choose Settings > Sounds. To set whether iPhone vibrates in silent mode, turn Vibrate under Silent on or off. To set whether iPhone vibrates in ring mode, turn Vibrate under ring on or off.

In addition to the switch on the side, under Settings > Sound, directly between Vibrate On/Off and Ringtone, is a Slide Control for the Ring Volume, just slide it all the way to the left to turn off the Ringer.
