How to send Voicemail without calling.

Used to be able to send a message directly to voicemail without calling the other party with Verizon. Is it possible for me to send a message to another AT&T subscriber without having their phone ring?

I know it's not obvious but I seem to remember doing a google search where someone described being able to do it. I just can't remember where I saw it, or how it was done. Being able to do that can be a time saver and I'm almost sure none iPhone AT&T users can do it.
