What is "jar launcher"?

I'm trying to open a java class file but it gives me some "jar launcher" error... I searched for jar launcher in spotlight but nothing came up.

To complicate things, I used to have Xcode but uninstalled in incorrectly, so I'm thinking maybe I accidently deleted jar launcher??? Any help would be appreciated.
