How to run Safari in different languages for different users?

On my mac, I've setup to run OS X in english for my user account while running traditional chinese for my parents account. Every software app which is localized runs in the language it's supposed to for the respective username -- Finder shows up in english for me, chinese for my parents; same thing with Mail, iTunes, etc.

Originally, Safari was the same. However, recently, the Safari menu, for some reason, only displays the menu in english (file edit view etc). Everything else--the "loading (x page)" in the window title reads in chinese, the plugin menus read in chinese; it's just the main Safari menu that's acting up.

Does anybody have a suggestion on how to fix this?

Mac Mini/PowerPC 1.42GHz/80GB HDD/512MB DDR RAM, Mac OS X (10.4.10)

I emptied all the caches etc. Now it is just the toolbar at the top. I went to Safari > Preferences > Appearance (note that I can't read any of this since it is in Scandanavian language). The Western choices are not there like on other machines. I am running OS 10.4.11. I am also have a SSL protocol error with Firefox right now too. I had none of these issues with 10.4.10.

Thanks for the suggestion and pointer. I tried the apple-I and the only language installed was da. Nothing else. I was not able to add a language even as admin - both the add remove buttons were grayed out. After a crash after installing the latest update (Security Update 2007-009 (PowerPC)" (1.1) - the computer would not boot - gave me a kernel panic) and much battling with Disk Warrior/Drive Genius, I had to arhcive install the original OS 10.4. After reloading the combined patch and getting the system running again, Safari is fine now. Strange. Appreciate the help....Doug
