I have the exact same problem with my 8g touch.
I had the same problem with an 8GB week 39 Corinne Rae
iPod touch. When I returned to the Apple store to ask
for a replacement, the "Genius" was a little disbelieving,
but upon checking it out, he verified that it wouldn't
charge, and gave me a replacement - an 8GB week 39 Macy
Gray. (Does anyone here know whether there's any
consistent difference between "Corinne's" and "Macy's"
of the same week?)

I just bought my wife a 16gb touch and we are having the same problem of not charging when connected to the USB power adapter. The touch charges when connected to a laptop and even when we dock it to our Altec Lansing iMotion speaker unit. The power adapter came from the 4th Gen iPod photo but it's also been used to charge a 1st gen Nano and 30gb iPod video without any problems. I've tried the USB cords from the touch, the nano, the iPod video, and the cord that came from that iPod photo but nothing does the trick for the Touch. It strikes me as odd that the one place it should work, Apple's own power adapter, doesn't seem to do the trick. Does anyone know if Apple changed something in the touch? or will this be the first iPod that we've had to take back to the Apple store for exchange? Any answers would be greatly appreciated.
Same problem for me with my 16gb Touch. Charges fine on my PC but won't charge using either of my two USB car chargers. I've used both the new touch cable and the cable from my Nano. My nano charges using either cable.
Has anyone else had this problem? Should I take my Touch back to the Apple Store?

Just discovered this problem after plugging my touch in after using it for the better part of a full day.

And another one here with the same problem - 16Gb iPod Touch not charging via an Apple USB adapter and three different cables but it charges just fine on my Macbook Pro. Tres weird!
Apple can you help?

I never had this problem. I'm using my old belkin car charger and it works fine for me. I wonder why you guys are experiencing this.
I have the same problem but i think we can do anything. We can only return it to apple.
Same problem here (ipod touch 16G), i have 3 different chargers: 1 from apple and 2 from belkin, none of this working, ***?
*I believe apple want us to buy a NEW charger with our new fancy ipod touch*
what do you think?

I also had problems charging my 16GB touch using multiple chargers.
After picking up an Apple Charger ($24.95)I noticed it seems to work best if you have it directly plugged into the wall outlet.
Charging from a powerstrip proved unsuccessful with all my chargers. Not sure what the difference could be. My 5th Gen iPod Video charges anywhere it's plugged in. Mystery?

I'm pretty sure this is the solution, it worked perfectly for me...the problem is that the plug does not exactly fit the touch, where the connectors don't line up. What i do is plug in in and wrap the cord up and around the top of the ipod screen
tightly, so if you were to look at the ipod directly the power cord would be crossing straight over the screen vertically with no slack, making sure the plug doesnt come out. Ill usually loop it around so i dont have to hold onto it. Hopefully this will work for some, it worked for me.

Same issue here. It was actually partially charging before until I upgraded the firmware on my 8GB iPod Touch. Now I really regret upgrading the firmware. I refuse to buy a charger that should have been included for the price I paid for it. I sent a feedback using this link: http://www.apple.com/feedback/ipod.html. I suggest everyone to do the same. If we get enough to complain, maybe they'll fix this issue in the future.
I bought a iW270 travel charger after PC World advised me that it would charge my ipod touch (16gb)
I works fine with my ipod classic, nano 2g & nano 1g but the ipod touch keeps jumping from charging to fully charged mode.
Is this normal?
