Vista: Need Access Privileges?

Hello, having issues that past posts don't seem to cover.

Backround:
-Have all music on external harddrive
-Library was originally from XP computer
-Bought new computer with Vista Home Premium
-Cut/copied library from XP computer to new Vista computer, since then having these issues:

I can only change random things within my library (starratings, playlists, check/uncheck songs) and all music will play. However, I can not make any changes to the music from the "Get Info" window...everything is grey.
Any changes will not transfer over to the ipod (it ends with the "You don't have enough Access Privileges for this operation"), however the play counts/dates will transfer from the ipod over to itunes.
Library is set in the folder for all privledges (read, write, etc). Can't find any reason why this is happening....

Any Ideas???

In windows vista you can run any program as an administrator by right clicking the program icon and hitting " Run as an administrator ". I this don't work, then idk.
