wow..it's hard to imagine how you could have left it in your car the whole night. I can't stand a second without it, let alone go to sleep without it esp if i need an alarm to wake me up.
This may be a concern since i live in a cold weather state and the temps do drop below 32 during the winter months, even though i'll have my iPhone with me there will be times i'll be out in the freezing temps with the iPhone.
Well, all I can suggest if you live in freezing temps would be to keep the iPhone in an inside pocket of your coat close to your body. That will keep it warmer.
I doubt there is much you can do to get it replaced without having to pay a repair fee. Since the phone was out of its operating temps and was damaged due to that.
I hope things work out. Last I checked it costs about 250 for a screen replacement (in which I think they just mail you a brandnew/refurbished iPhone).
Have you tried calling Apple or the Apple retail store to see what they have to say? I wouldn't think the iPhones would crack just because of cold weather if thats the case many people that live in cold weather states this winter will have cracked screens including myself, the temps drop sometimes to zero degrees.
Unlike other cell phones, the screen is glass... it will be prone to breaking in cold weather (remember science class?), conversely glass is also suspect to breaking in extreme heat. Now... wether or not Apple chooses to call his particular incident a defect of the screen cracking in 28 degree weather or his neglect, is to be seen.
Personally, I think it will be a hard sell over the phone with a support rep.
Also, like I said... maybe 28 degrees is well within the specs of the glass tolerances and he will get a new one from Apple. (I really hope so, cause 28 degrees is a ridiculous temp for a screen to be out of tolerance)
Good luck, I hope it all works out!

I just found this in the manual... hope this helps your case.
Operate iPhone in a place where the temperature is always between 0º and 35º C (32º
to 95º F). Battery life might temporarily shorten in low-temperature conditions.
Store iPhone in a place where the temperature is always between -20º and 45º C (-4º to
113º F). Don’t leave iPhone in your car, because temperatures in parked cars can exceed
this range.
It could... if the car is outside exposed to the wind.. the car will take on the temp of the wind chill factor. In some cases the interior of the car can become colder or hotter than the temps outside. The car and act as an insulator in these cases.
I guess another question should be... did he touch the glass with his warm hands when he got out to the car? Non spec glass can break very easily when going from extreme cold to heat and vice versa. I know his hand isn't extreme heat... but if he just came out of the house and had a hot shower, his body temps could be high enough to stress the glass (plus the glass is not very thick either).
Again, it could very well be that the glass was defective and not within its spec tolerances. It will be nice to know what happens from this.
Um... windchill is only felt by living things due to skin issues. This is another thing to check out in the science class discussion though. Off topic but if it is 28 degrees out windchill doesn't actually make it colder it is just the "real feel" or how it feels much like humidity.
1. buy iPhone clear guard shield and put on glass.
2. buy small camera case (with complete enclosure, zipper is best) and put iPhone inside at all times. carry on belt or with shoulder strap.
