changing primary Group ID for Other GID

have 658 users in group ID 1026
320 are also members of 'Other' GID 1030

I cannot perform batch changes etc unless they are all member of the primary GID.

How do I change the 320 users around?
basically I want to disable the 658 old accounts and only activate the 320 which is my currecnt school role
