The Safari update (along with a bunch of other apps) is in the optional installs section of the Leopard DVD.

I had the same problem when I did a clean install of Tiger, then an upgrade of Leopard. I found out that Safari was an optional install! I took everything out of my system folder relating to Safari, clicked on the optional installs on the Leopard Install Disk and reinstalled Safari. It worked! Of course, you lose all your preferences, so if you have bookmarks you want to save, make a copy of them somewhere.
