Creating Custom UI

I am wondering if it's possible, easy, and if there is a tutorial on how to create a custom ui similar to Apple's guided tour interface, but something custom built? And if it's possible to add features like scaling full screen? or Email? or anything like that, that's available for a Flash interface?
