Adding Graphic File to a subtitle stream...

is there away to add a graphic file to an entire subtitle stream rather than just 1 subtitle section?

You'll have to add the bar to your subtitle graphics files, using for example Belle Nuit or other subtitling software.

Using XML, you could also set the transparency of the bar.

I import my graphics (TIFFs) using STL and then set the transparency in the subtitle track, applying to entire track. Since you can only set the transparency from 0 (none) to 15 (opaque) you'll have to do some tests to see which transparency level that suits you best. Generally, you'll have to add more transparency for TV than computer viewing.
