Telestrator Effect

I'm working on a video that has a sports theme and I'm looking to do some telestrating (drawing circles around objects, usually done during an instant replay). I figured motion would probably be the best route to take in creating this effect, but I'm new to it and not exactly sure what would be the best way of going about doing so. Can you guys offer any advice?
