Windowed programs problems

I'm not sure what is going on, but when I go to system preferences and then any of the options there, the window that opens up are cut off on the right side and there is no scroll bar. Whats going on here? I can't adjust somethings that I need to because they are cut off. Any suggestions? It just started since I installed Leopard.
