Take it to AT&T or the Apple store. They will be able to trace it to the rightful owner.

Why not call the mobile phone and leave a message on the voice message? You can find the phone number by going to 'Phone->Contacts' and scroll to the very top. The number for this phone/sim will be listed. You could also just open 'Settings->'Mail' and pick one of accounts listed and grab their email address.

I found an iPhone on the train this morning. As an owner of an iPhone, I want to get it back in the hands of the owner but I can't easily get to an Apple store, at least for a few days.

With the phone "locked", is there another way to contact the owner, dial an emergency number, etc.?

From their FAQ:

+If you found an iPhone, check for an ID at the bottom of the display after you power it on. It should be a 7 digit code followed by ´ID:´. If you cannot find an ID or the phone does not turn on then use the 11 digit serial number on the lower back of the phone. Once you have located the ID or the serial number go to our home page and click on the bottom tab that says, "If you found an iPhone Report it here". Follow the instructions on that page. wow talk about going around it the long way.. I would call Apple Cares, going to a store may not be helpful at all.. is the phone locked by a SIM?

but apple cares would have the info.. a store unless purchased there would NOT...
